Do I need SAL authentication?
SAL authentication is mandatory for documents going overseas. Here's how to tell whether yours needs it.
Since 1 October 2019, every notarised document produced in Singapore for use overseas must carry a Singapore Academy of Law (SAL) authentication stamp. It's a short coloured sticker attached alongside the Notarial Certificate, costing a statutory $80 plus 9% GST, or $87.20 per stamp.
When is SAL authentication needed?
- Any document notarised for use in a foreign country, embassy or consulate.
- Documents going through the apostille / legalisation chain in countries that recognise Singapore's notarial framework.
- Foreign employment offers, school applications, visa support letters, powers of attorney overseas. Essentially anything leaving the country.
When is it NOT needed?
- The document stays in Singapore, for a local court, HDB, bank, or government agency.
- You're using a Commissioner for Oaths (not a Notary Public) for a purely local statutory declaration.
Most firms handle the SAL step on your behalf. Expect an additional day for the stamp to be issued; some providers offer same-day turnaround for an admin fee.
